My HTPC is running Windows 7 and I need it to output HDMI (with audio) as well as SPDIF (Optical) at the same time.

This doesn't seem possible so I have to choose one or the other: HDMI audio or Optical.

If I use HDMI w/audio, can I split the audio off of it to an optical cable?

...or if I have an optical cable, can I add it's signal to an HDMI cable?

This is just a little side project so I'm hoping for something really inexpensive but I might scratch the whole idea if the picture quality will be reduced (or lots of lag is created), or it's expensive.

Can anybody help me out?

Well, I'm not sure if there's something that'll do the trick for you, but it is not just a matter of a little splitter. The audio on HDMI is embedded in the video stream and so has to be decoded by an HDMI receiving circuit--you wouldn't be able to just tap in and pull it out.

This is another that will split the audio from the HDMI signal and pass the HDMI signal through. It's not cheap though, but extracting the audio from the HDMI signal is a complex process so there may not be anything much cheaper out there.
