There are OTA captions for HDTV. At this point stations have to 'bridge' them from the analog programs, transcode them for the DTV caption standard and insert them into the HD encoder. This requires extra equipment that many stations were not aware of when they did their buying. While not elegant, it does work.
The captions have to be decoded in the STB not in the TV for HD.
HD has a standard for CC it is just that the networks aren't feeding it to the stations that way. So the stations have to grab it from analog and put it in the HD before they send it out. I'm sure pretty soon everyone will start putting it in the HD stream to begin with.
