Imagine how I felt having purchased one of these, digital field signal strength meter ( 2k ) that requires a 500 upgrade to track the digital carrier ( or an other 2600 for a new meter that measures all digital signals )
a CAT7 tester ( 7k ), various tone generators and TDR testers ( 150-300 ), RTA ( 1/3 octave 1400, 1/12 octave 2600 ). And once purchased you need to spend the time learning to use them. And I have left out all the neat toys needed to calibrate video.
If you don't go with a SLM (signal level meter), do the temp line test. Run a new length of coax to the ground ped, or aerial tap (the cable company needs to open the ped, and if the line is aerial they can run a temp line. If picture improves you could have the incoming line replaced.
