I moved my Toshiba 52 HM 84 to the basement and the color is badly skewed to the green end. The onscreen color adjustment doesn't come close to correcting it. Can anybody diagnose this?

Start by disassembling front panels and take off screen. Apply power and a signal and look down into the crts. Are all three lit up?
