Hi,

I am writing an algorithm for capturing image and giving an HDMI display. For starters, I'll tell you what I'm doing presently. I require a pixel generator circuit. For the video controller, how do I decide what should be the width of front and back porch for the hsync & vsync signals?

You're creating a device to do what exactly? Take a VGA or RGB signal and convert to HDMI output? There are already plenty of devices that do this. Though, if it's just for fun checkout the electrical engineering section of stackexchange, though prepare to give a more detailed question.
