I didn't think Dolby Digital was ever 24bit/96khz. I thought it was always 24bit/48khz.
Aside from that thought, if that disc does contain a 24bit/96khz signal usable by the 2800, I'm sure it's flagged for copyright protection. The 2800 will not output 24/96khz signals that are copyright protected via it's digital output, thus it will downconvert them to 24bit/48khz.
I think the only discs that may output 24/96khz digitally are the few Audio only DVDs (not DVD-Audio discs) that are out there - like Chesky discs or something like that.
