If I set up the 18 by 24 HDTV dish with the TRI-LNB, hook it to a DST3000, and subscribe to HBOHD for $12.95 pr mo will I also get HDNET and have access to the HDTV & regular pay-per-views?

Yes.

That's what I do (plus a $5 family package).

HDNet is no extra charge for any programming package on DirecTV. You don't need to subscribe to HBO to get HDNet (but you do to get HBO-HD)

Yes you will have access to all PPV channels. HD PPV is on ch199 when HD Net is off air (the middle of the night). The movie being shown on HD PPV is '15 Minutes'.
