Here is a picture of what I'm seeing.

Description: There are flashing white lines on the very top of the picture. It seems to only happen on certain HD channels, and only when they are playing 4:3 programming. If I use the TV to stretch the 4:3 to fill the screen; the white lines stretch right along with it.

System:

DirecTV HR20 receiver with HDMI to a Denon AVR-2909 with HDMI to the Samsung LN55B650

The problem is still there with the Denon out of the loop.

I have searched, but couldn't find anything. It may because I'm not sure of the correct terminology to explain what I'm experiencing.

What you are seeing is almost certainly the closed caption data which is transmitted in the interscan. You will notice it appears just above the top edge of the real picture. It means the overscan on your TV is set incorrectly, or maybe picture centering up/down is incorrect. My guess is you are using a picture setting that tries to display 100% of the pixels (it's usually called "pixel mode" or "dot-to-dot" or "just scan" or something similar). You can't use that reliably for broadcast TV, it is designed for computer-generated video such as video games, or DVDs. Overscan for broadcast TV should ideally be set to 4-5%, this allows for the errors and variations you get in those signals. There will be a display mode on the TV that has somewhere near that setting.
