Do these recent announcements mean that 34GB HD-DVD are coming?

No, it's not in the standard yet.
It will be coming soon even if triple layer doesen't make it.

That's true. However, move one generation forward and note that DVD has always been 4.7GB/8.5GB. As the pits get smaller and tracks get narrower it's got to be hard to tweak the format without breaking existing hardware.
