Does HD DVDs mandatory network & persistent storage specs trump BDs disc space?

I am really looking for some honest input here. Please try to keep the violence down in the discussion.
I see this as happening easier for HD DVD. Can Blu-ray do this as well or even easier? What complications are there in its implementation?
