The DVD Forum tried to vote on AOD two previous times and the Blu-Ray members blocked by either voting against it or not voting at all. I think it was the not voting that caused problems.
So the forum did two things. 1. It made a rule where those that did not vote did not count against. This allowed AOD to pass. 2. They invited three new companies to join the steering.
