Why is it that the soundtracks from DVD always seems to sound better than OTA broadcast digital soundtracks? I thought OTA digital was supposed to generate "DVD quality sound."

I believe the OTA's have to compress the signal a lot more than what is required on a DVD. (over simplified probably)
