I think what you're looking for is Nero Drive Speed. It used to be freeware, now I think its bundled in Nero 5.5

I haven't been able to get Nero CD Drive Speed to work with my Toshiba DVD-ROM Drive, it only seems to work with CD-ROMs.


There's a shareware utility called CD Bremse (CD Throttle) that does work with DVD drives.




The page is in German but if you install the program it is in English.
