Do not have a subscription to the link you posted, but E* may be trying to beat the senate's ruling (and play nice with NAB) in regards to their issues with two dish installs and the renewal of SHVIA.

I read about it. They are planning on phasing out their use of the 61.5'W orbital slot, along with their other off-axis slot. I was pretty excited, since that would put a good number of 61.5'W transponders on the market if Voom is interested in expanding.


Their plan was going to take nearly two years to do, though, so it will be a while before they completely phase out their second dish requirements.
