If I have a hdtv with a builtin astc tuner, and connect a external cable or sat hdtv tuner to my hdtv, will the built in tuner have any effect on my picture quality, or will the signal going into the tv bypass the internal tuner ? I mean will the internal tuner improve my signal already coming in ?

You would connect an antenna to an antenna input. You would connect a STB to a HDMI/DVI/component input. Each of these is different inputs on the tv. So, if you select the tv tuner input, it is used, if you select the STB input, that tuner is used. You'd likely need an antenna connected to the STB if it has a tuner, or a splitter from the current antenna feed.

External signals bypass any internal tuner in the TV. The internal tuner is just another signal source independent of the others. So no the internal tuner will not be used or have any effect on other external signal sources like a cable or satellite tuner or DVR.
