I am looking at the Extron 109 Plus to use with my BG800. I have search the forum and can not find the answer to the following question:

Does the 109 Plus have internal jumpers like the 109xi to force negative sync?

I have a 109 Plus for that very reason. My pj (Dwin Hd-700) only takes negative synch, but my HD decoder outputs positive sync.

There are no DIP switches or jumpers for sync. I was told that if you run RGBHV into the 109 Plus, but output it as RGBs (composite sync) it will output negative sync. This worked. But I also found out that it would force negative sync even if I used RGBHV outputs.

The 109 plus as dmw said has no internal jumpers for forcing negative sync (unlike other product). If you come in negative sync, then you're fine unconditionally. However, if you come in positive and need to go out RGBHV negative-negative, then you will have a problem.
