Fox HD vs CBS HD for NFL?

Can someone explain the differences in the technology that allows Fox to broadcast up to 6 NFL games in HD per week, while CBS can only muster up 2 NFL games in HD per week?

First of all, CBS does 3. And an SEC game on Saturday.
