I've seen many posts in this forum before about built by ATI Radeon cards, and other manufacturers such as Sapphire, Asus, Abit, Connect3D, Powercolor, Hercules...etc.
FWIW, I'm just posting some of info I've gathered.
Both Sapphire and Ati cards are manufactured by a company called PC Partner.
If you check the head office address in Hong Kong for PC partner and Sapphire they are the same, as Sapphire are the retail division of the manufacturer.
So technically Sapphire DO make the built by ATI cards.

Only 3 companies make ATI cards - PC partner , Asus make their own boards and another company called FoxConn who sell exclusively to Powercolor. ( http://www.theinquirer.net//?article=12997 )
So all boards apart from Asus and Powercolor are made by PC Partner.
Hope this info clears some confusion.
