I am experiencing a low level ground loop issue, the following product looks very interesing http://www.extron.com/product/product.asp?id=gli2000, very simple to install, was wondering if installing could effect picture quality in any negative way

Anything you put in the signal path could affect the picture quality. If you have ground loop issues, the positive will likely outweigh any negative this may cause.

I don't have any first hand knowledge of these products, but they appear to be isolation transformers, like most ground loop isolators.
ground loop noise is only visible in very dark dark scenes.
I don't know how much those run but you can buy 1:1 line transformers from Jensen or other transformer manufacturers on the order of $75 or less and then wire then to rca's, voila, same thing.
The Extron GLI 2000 is a good quality product - very wide bandwidth with no discernable detriment to image quality - but there are other much cheaper alternatives. Try Kramer, Jensen Transformers (Isomax), & Tributaries for alternatives.
