Harmony buttons with no activity selected

I am wondering if there is any way to set the default buttons on my Harmony remote when no activity is selected. I have both an 880 and an 890 and would like to always have the up and down arrows control my lights, even when no activity is selected. I have it all working correctly in all my activities.

The only way to achieve this is to create a new activity called "System Off" or "Lights Only" (something descriptive) that when it starts sends a discrete OFF command to all of your devices. The only assigned keys in this activity would be the arrows, which would control your lights. You would never use the OFF button on the remote - from now on when you're done with other activities, you'd simply select your "System Off" or "Lights Only" activity, which would power everything down but leave you with the ability to control your lights.
That is a shame. There should definitely be a default profile for the keys when nothing is selected.
Why not just go to device mode for your lights? It's only 2 button presses.
Yeah, that is what I was doing. I also just setup an activity that just controls the lights. Just thought that it would be better to set some defaults for it.
