Shouldn't be - all you are doing is shifting pixels.

Can't find the article right now, but if I remember correctly, vertical and/or horizontal shift causes moire, or blurring.

You are thinking of lens shift.

I hope you are talking about a picture (pixel) shift and not using the "Keystone" adjustment. Using the keystone adjustment will effect picture quality. The more keystone adjustment you use, the more distortion will be introduced.
