I was under the impression that all signals broadcast in HD would also have the 5.1 surround signal with it. I have a Zenith HD SAT520 and when tuned to the PBS channel both the HD and Dolby Digital ICONs light up. However, the Dolby Digital ICON does not come on for any other HD broadcast - OTA or DTV. Any ideas ??

This is incorrect.

All DTV / HDTV uses Dolby Digital audio, but at this time most programs are Dolby Digital 2.0, which is normally decoded into analog Dolby Pro Logic surround.

ABC uses 5.1 all the time for their HDTV. PBS uses 5.1 for some of it's programs. HDNet either has native or simulated 5.1 for all it's programs. HBO & Showtime both have 5.1 for many of their movies. Most HDTV PPV is 5.1.

See the HDTV Programming Synopsis for more info on 5.1 availability.
