In latest DirecTV billing:

Attention HD Access customers with a la carte Network Services:

We are changing your a la carte Network services to include an HD feed, at no additional charge for as long as you subscribe to HD Access. You may also see minor changes to how these networks print on the bill, but no other changes to your programming. All changes will be complete by Dec 1st."

Apparent reasoning: DIRECTV getting things in line with the newly passed STELA. Before, the law required a difference in "digital" and "analog," which generally meant "hd" and "sd." The new STELA did not distinguish between the two and only referred to "distant signal." This is because the analog shut-off had occurred prior to the passage of the long-delayed STELA legislation. There no longer was an analog vs. digital distinction. Rather, all "distant signals" at the time of passage (whether SD or HD) were digital. Thus, anyone receiving a distant signal fell under the the terminology used in the new STELA. STELA allows anyone receiving a "distant signal" on the date the legislation was enacted to continue to do so. STELA also has a provision that allows anyone who lawfully received a distant signal at the time of passage to continue receiving the distant signal regardless of whether that subscriber chooses to receive local-in-local signals or not.

Local stations are all going away soon, anyway.

It's the new FCC agenda.
