A lot of the digital content I am seeing says it is broadcast 16:9, but it doesn't fill the screen up. There is a small amount of blank space on the sides. Other content does fill the screen entirely. What's the explanation for this? Just curious.

Basically the HD channels will always broadcast a 16:9 widescreen image. True HD programs will always fill the screen, but non-HD shows are upconverted SD so the broadcaster adds the black bars left and right since the image is stuck at 4:3. What you're seeing is probably upconverted 4:3.
