A TV tuner card for your pc, and some software. Or if you already have the TV programs in digital format something like anycapture should work fine. Or even easier play the programs in MediaPlayer Classic and use the built in screencapture function.

I use MIT MDP-120's for OTA recording. They have the DVI daughter card as well. This device has been discontinued, the newer MDP-130 has been discontinued as well but they can still be found at some outlets. The weekly programs are edited with HDTVtoMPEG which is Freeware, I also have VideoReDo that is used on occasion. There are several threads in the HTPC section for the MDP-120 and the MDP-130.
