I have a basic question. Is HDMI specification independent of NTSC or PAL format? In other words, if I connect the HDMI output of my HTPC to HDMI input of a TV, does it matter if the TV supports only NTSC or only PAL?

NTSC and PAL are analog formats, but you're no doubt referring to 60Hz vs 50Hz. Your video card should be able to support both, but playing out to a different frame rate than the source video can cause you trouble when the conversion isn't a whole-number repetition (25 into 50 is easy, 50 into 60 not).
