Help getting started with apartment home theater

I'm not sure this is the right forum for my question, but this was my best guess. Please move to the appropriate area if this is the wrong place for this.

I'm looking for some very general guidance and recommendations to upgrade my current HDTV and home theater system. This will be inside an apartment. So I can't blast music too loud and I will have lots of extraneous light to deal with during daytime hours. If any of that makes a difference to the recommendations.

I purchased a Samsung 52" LCD and Samsung HTIB back in 2008. A lot has changed in the world of entertainment technology since then, so I'm trying to make good choices. Smart TVs weren't really a thing yet and there was no 4K. Streaming Netflix on a TV wasn't really an option for me then. My HTIB was 5.1 surround with bluetooth rear speakers. Sound bars seem to have taken over since then.

  1. I would like to keep the price of the TV under $1,000 if possible. If someone can convince me there's a good reason to spend more I would consider it.
  2. I want to be able to stream online content. Is a Roku the way to go? I hear good things. I like weird stuff. I want to watch Criterion movies. But I also want to be able to watch Netflix, YouTube, Amazon Prime.
  3. I want good sound. Not just for TV, but for music. Not super-quality audiophile sound, which would be wasted in an apartment where I have to consider bothering neighbors. But my current HTIB sounds terrible with music, it's really only good for movies and the center speaker is too small to hear speech a lot of the time. Most of my music-listening is happening through my phone using Spotify. So obviously the source quality is somewhat limited. But I want something better than what I have. I wouldn't mind spending another $500 for this, maybe a bit more if it gets me a lot more.
  4. I currently have HD cable service through WOW. Which I'm not thrilled with. But I watch a little sports and a couple TV shows. I can't get any other provider for cable. Not sure what bandwidth I'm at or what I'd need to support the things I want.
So in terms of TV, home theater and streaming system, I'm looking for some guidance.

I'm not sure if this is the way a conversation about these things is supposed to start. So please direct me how to go about this if I'm asking too much in one place. I'm just out-of-the-loop and don't really know where to start other than saying what I want.
