The other night while watching a DVD, my wife asked why the picture quality looked like a "color-by-number" oil painting !?!?!? The picture looks as though there aren't enough colors being represented. It looks bad on both SD & HD broadcasts and also DVD's.

What is this phenomenom called and how do I fix it?

Here's a possibility if you're using the component inputs:

I had the same problem when I inadvertantly switched the connection of my audio cable (red) with the Red component connection.... this resulted in the same phenomenon you described... have you gotten any buzzing noise from one of the speakers under certain circumstances?

No...I know what you are takling about. It's not that extreme as when you cross-connect the componant jacks.

Somewhat the same effect I'm experiencing, however on a much more subtle intesity.

It may also be a defective cable. I had a similar problem with my Monster 2 component cables, but I replaced them with a cheapo set of RCAs and the colors looked fine. (Monster, BTW, is still giving me problems about replacing them, what a bogus "lifetime warranty").

Try a new set of cables and see if that helps.
