Not sure when that was posted, but I skimmed through it quickly and it looks like it's totally out of date. Here is a quote:

The truth is, all X1950Pro and all nVidia 8800-based cards are HDCP compliant. You can buy numerous models from the 7600GT and up that are HDCP compliant. In fact, even if you have a relatively new board that is not HDCP compliant, you can still play back HD DVD at
full 1920X1080 resolution via VGA or component .
