I'm not aware of any that have that many. Theta, Anthem, Mcintosh just off the top of my head have a lot, maybe 10 or so, but I don't think any of them have 13. Using that as a pure limitation is probably not a good idea even if you find one that does have 13 ins, which is probably unlikely. I would say just go with a switcher, that way you have more flexibility in your processor choice and are not unnecessarily constrained by your input requirements which anyway may not be met in any case. I can't think of anyone else really that would have that many digital inputs.
