Towers are good if you have a huge room, otherwise logistics are much better with bookshelf. They are easier to place and give excellent imaging and focus, two attributes greatly needed by a properly setup HT system. Improperly placed towers are more vulnerable to room acoustics and blending them with the surrounds can be a real nightmare.
I replaced my floorstander fronts with bookshelf speakers three years ago because I felt I was wasting the potential of good speakers. If your HT is primarily for movies then, yes, bookshelves to me work better than floorstanders.
