images or lines blurry when moving

i noticed that when i play games (grand turismo 4) when i move around the menus or in madden when i move players on the field the text gets blurry then when evey thing stops it becomes nice and clear again what would cause this?


it's not just games. it seems to be the sharpness. all stationary objects seem fine with nice lines. anything that moves gets blurry or loses sharpness. until it stops moving.please help.
