I don't think there are many AVRs that do that at any price. Especially when you want to spend no money at all.
Suck it up and do it the old fashioned way. Why not hook up the cable box HDMI directly to your HDTV. Send the Audio to your AVR through optical from the cable box since it is the exact same thing. This wouldn't solve all input problems, but most likely a bunch of them. It is usually easier to switch AVR inputs than HDTV inputs.
