No... In-plane switching is one of a handful of techniques to acheive a wide-viewing angle on a LCD by preventing birefregence. Birefiringence is the display going pale or color inversion at off angles (mainly up and down, not side to side). IPS take two transistors and will twist the LC material side to side rather than front to back. It can come on a variety of display resolutions from variety of LCD manufacturers.


Almost... no....all LCDs for TV are using some type of wide-viewing angle techniques.
