Recently I stumbled upon Inline Surge Protector (PVSE10) at SolidSignal.com

I have a grounding problem at my new apartment because I live on the last (third) floor. Cant really ground to anything up there. I have 2 dishes and Channel Master 4228. Does this Inline Surge Protector can solve my problems? Any signal degradation? I am mostly concern with lighting strikes. I dont think putting just a grounding block will do a trick in my case.

Solve problems? Not necessarily. There's no substitute for a good direct earth ground for protection against lightning - either direct or indirect strikes. The electrical ground is mainly there for safety reasons (ground fault or leakage current) and not to divert lightning surge. The protector may help against surges on the AC line by 'clamping' them to the safety ground right at your equipment. For anything coming in on your coax it would be best if you could ground your antenna or coax block to a water pipe or other building structural component if at all possible.
