I was just listening to NPR and maybe this discussion was already had and I just missed it, but they were discussing one option as being like the situation with radio, i.e. to 'socialize' the risk. So where radio pays a generalized tax to content owners for the right to broadcast material, that there could be such a generalized tax on the internet, in return for allowing similar rights on the internet for broadcasting content without copy restrictions.


I don't think it would be accepted necessarily, but it was an interesting twist that I'd not heard or thought about.
