I am looking for a card for DVD and .AVI playback via my HTPC (1 ghz, 1.5gb ram) would this video card be good enough for basic video playback and web surfing...

Why not get a DirectX10 video card? You can get 1 for as low as $120.

If you plan on later also playing BluRay or HD-DVDs or DirectX 10 games then I suggest the following.

For gaming performance a 8600 instead of a 8500 card would be better but they are more expensive
