I can't seem to find the answer to this question concerning iTunes: When choosing to import CDs using the "iTunes Plus" (AAC) setting, you get a 256K bitrate along with VBR (Variable Bitrate).

Does the VBR (in AAC) mean that the rate will never drop below the selected 256K? In other words, is Apple's AAC VBR a "constrained" VBR that gives a floor value rather than an average value?

I'm asking, because with MP3, one has to check a box that guarantees a minimal (selected) bitrate while using VBR---but there's no such checkbox and no info on what AAC does with VBR at a given (selected) bitrate.
