I bought a Sylvania 32" LCD HDTV at radioshack.

Anytime there is texture such as a pattrned building or

clothing, there will be fringing

also peoples hair will do it too.

I ran test patterns on it and found out the colors bleed

on all inputs, Composite,HDMI, Svideo, etc.

It also does it on the ATSC tuner, so its not the cables.

Is it becuase its a cheap tv or the comb filter is defective?

Also I have my color at 50% so its not because my color is too high.

Usally on every tv ive ever seen 50% mark always yeild color bleeds or something like that for reds. the 40% mark is usally the best spot for every tv ive ever tryed. half way mark for color is always bad. Set the color to 40% and give it a try. Might take a bit to get use the less saturated picture but it should solve ur issue.
