Not sure about hdmi default issue.
But I'm sure you know how to set profiles in CCC.?
What I have done is set on my HTPC four profiles 1/ Monitor 2/ Projector 24hz 3/ Projector 50hz 4 Projector 60hz with CCC desktop icons.
So the outcome is the last profile used is the screen HTPC boots to.
