I am going to install security cameras. I ordered 100 feet of camera cable with power cable. I would like to cut cable because my runs are about 40 feet and add video connector and power connector to cut ends. Is this ok to do, obviously i don't want to use 100 foot cable on short runs, would like to be cost effective by cutting cable.

If this is ok, what tools should I buy and where can i buy the video connector and power connector to add onto the cut cable.

Cutting the cable is fine.

You'll need to determine what type of video connector your cameras use. Most use BNC type but some use "F", you'll need crimp on connectors and a crimper to match the cable size (RG-59 or RG-6) and possibly a coaxial cable stripper.

The power connections are ususally just screw terminals.
