If you are talking Dish's SW-44 switch , it will not detect a switch unless you have a signal locked. Do you have voltage coming up the wire from the receiver? It should be either 13 v or 18v DC.

If you are not sure that you have a signal, run a single cable directly from the dish to the receiver and check for signal strength on that feed (ie: 119degree). Change the same cable to the other feed (ie:110 degree). After you have determined that you have a signal for both sats, then connect the switch and test for a signal from both sats and then test the switch. Then, if the switch does not work, it is probably bad.
