Odd Power Supply Problem =(

The PSU:


Antec Piano Black case with the standard power supply that ships with it.


The Issue:


When I shut down the machine from windows, it powers off.


When I go to turn it back on its totally unresponsive...UNTIL you unplug the machine totally for 3-4 seconds.


Also I can hear a very low whine from the supply after its been shut down.


Now the obvious answer here is to replace the power supply, BUT is the input power from the outlet not clean?


I've never encountered something like this before and frankly im worried about the other components on this same oulet, like my projector and pioneer reciver.


Any input is greatly appreciated.
