All Service Packs are cumulative, in other words SP1 is included in SP2.

This is a link for a very nice step-by-step guide on how to make an XP SP2 CD by slipstreaming. I upgraded my 3 PCs that way (OEM and Retail versions of XP Pro) and it worked like a charm for me.
