OT - Ghost Ship ending, who were the steward loading the gold onto the cruise ship?

In Ghost Ship final scene my girlfriend says the stewards loading crates of gold onto the cruise ship were the 4 dead salvager's. I'm not so sure. How can that be if all the souls were released to the heavens. I'm not even sure it looks like them except for the blond guy. Is she right?
