If your receiver has a 5-channel stereo mode then set it to that and feed a stereo signal to it.
Whatever voltages you read on the front channels you should also read on the rears. (+/- a few dB depending on the trim levels)
Did both surround channels fail previously? If they did (and if both failed again), then your surround amplifier module may find the surround speakers to have too low of an impedance.
Honestly, if you find a way of repairing it, I think this will happen again.
You may just have to upgrade to a better made receiver to avoid this from happening in the future.
