There are a number of devices out there that will fill your needs, Tom, some better than others.
I use a Tenlabs convertor (the TR-11SVHS), and it's not bad, but it has its flaws. They have a later model available, the TR-21. They have the advantage (for American residents) of being made in California. They have a web site.
Truckloads of others are available, just do a web search to find them. In this space, you pretty much get what you pay for... spend $100 on a convertor, and you'll get a cheap conversion done. PAL to NTSC and vice versa is a tricky job to do well.
