Passive vs Active is just where the amp is... A passive sub requires an external amp to be powered, and active sub uses a integrated (plate amp) build into the subwoofer enclosure to power it.

Actually both you are right (amps & crossovers), But I also think he is referring to passive radiators.
Passives work like ports. You add weight to the passives to adjust the tuning frequency. They work well when you need a small box that the correct port length won't fit into per tuning.
