Just picked up a Radio Shack SPL meter (analog), I did a quick search but did not see a post or sticky on how to properly use this to set up my HT. Can someone point me to a few links to get started?

Are you serious? This has been discussed eleventy billion times. Not to mention, the procedure is almost certainly detailed in your receiver manual.
