REC 2020 defines far more features than are supported by HDMI v2.0 (e.g. 8K video), so I suspect you're actually asking if they'll be including the enhanced color space (more than 8 bits per color channel). As best I can determine, that's also called "deep color" and was already present in previous versions of HDMI.
That won't do much good, though, if there aren't any video sources which provide more than 8 bits per color channel. So far as I know, that's only available in a few high-end camcorders. My guess is that the revised (4K) Blu-ray standard will support deep color, too, but we can only hope that it might be ratified soon, and there's no knowing what the studios will actually decide to provide.
